The answer is C because when Nixon was president, our main goal was to be friends with the Soviet leader, Leonid Brezhnev. SALT I was something used in the Cold Water to try and make sure we didn't have a WWIII with nuclear bombs coming from the USSR and the US.

I believe it would be C because the SALT 1 treaty was aimed to stop the usage of ballistic and nuclear missiles between the soviets and the U.S. during the Cold War
