THIS ANSWER MIGHT BE DIFFERENT DEPENDING ON WHERE YOU ARE IN THE BOOK!

George is always in a state where he feels like he’s being held back because of Lennie. George tries to include Lennie in his dreams, but he knows that he will never accomplish these dreams if Lennie stays with him. Also, Lennies childish behavior also gets George in trouble. Because George associates himself with Lennie, others rope Lennies actions in with his, even though George has no true control over Lennies actions.
The tension between them is lennie is always wrong and most likely always getting them in trouble. And George always has to clean up the mess that lennie makes, and always has to look out for him like a baby.
